The Administrative Court rejected the complaints about Lahti’s general plan

In the general plan, a large business area is reserved for the Pippo-Kujala area, which is intended for companies and workplaces.

The appellants wanted more precise entries in the formula about the cultural environment and biodiversity. According to the Administrative Court, the formula is not against the law.

The administrative court of Hämeenlinna has rejected the appeal of the Salpausselä nature lovers and the Jokimaa detached house association against the general plan of the city of Lahti. The planning area covers the entire area of \u200b\u200bthe city of Lahti. The council approved the plan on January 25, 2021.

The complaint concerned, among other things, the design markings of Pippo, Rälssi and Fellmann park. The appellants would have liked the cultural environmental entities and the biodiverse areas to have been better marked on the map.

The complaint of the Jokimaa detached house association concerned the Rälssi area. According to the association’s complaint, the environmental effects of the plan have not been investigated as required by the Land Use and Construction Act.

According to the ornithological association of Päijät-Häme, the Rälss area is an important nesting bird area, and in the area there are, among others, the common woodpecker, woodpecker, bee hawk, harrier and pine woodpecker.

According to administrative law, the city has the right to decide what kind of plan is drawn up for the area within the framework of its self-government. The legal plan approved by the council cannot be overturned on the basis that, according to the appellants’ perception, it would be more appropriate to draw up a different plan for the area.

The council’s decision is not against the law on the grounds mentioned in the appeal, and there is no reason to overturn it.
