The complaints concerned in particular areas close to the southern ring road and the Nelostie. These areas are planned to be used for business activities.
The Administrative Court has rejected the appeals against the Lahti Master Plan. The Salpausselän Naturfreundävät and Jokimaan Omakotiyhdistys appealed against a zoning decision made by the Lahti City Council in January 2021.
The associations demand that the zoning decision be annulled and that the master plan be reconsidered with regard to the Pippo and Rälss areas, the area south of the Renkomäki Miekkiönti road, and the zoning designations for Fellman Park and Salpausselkä.
The complainants argue, among other things, that the Pippo and Rälss areas were not subjected to adequate nature surveys before being designated as commercial areas. For example, they claim that the master plan has extended the business area between Rälssinmäki and the new ring road, contrary to the existing master plan and the current regional plan.
The complaint also stated that the entire Porvoonjoki tributary areas should be better taken into account in the master plan elsewhere than in the Rälssin-Okeroinen area. According to the complaint, Renkomäki’s massive commercial building reservations should not have been extended to the south of Miekkiöntie.
Regarding Fellmaninpuisto and Salpausselkä, the associations criticized the marking of the park and some other areas as areas for downtown activities instead of recreation areas.
According to Hämeenlinna’s administrative court, the general plan in the Pippo and Rälssi area is based on sufficient studies and surveys regarding nature and landscape values. The Administrative Court also found no fault in the compliance with the provincial plan.
With regard to the central functions label, the administrative court states that the council’s decision is not against the law.
