The revision of the General Law is moving forward: The government wants more transparency in Yle’s operations
The aim of the change is to make the operations of the Finnish Broadcasting Corporation more transparent.
The Government’s proposal to amend the General Law has been submitted to Parliament.
The amendment implements the legislative changes outlined by the Parliamentary Working Party on Universities. It also introduces procedures and criteria for the selection and dismissal of executives of public service broadcasters in line with the European Media Freedom Regulation.
The amendment now submitted to Parliament would increase Yle’s obligations to publish information on its activities and finances to the public. In future, the Board of Directors would monitor compliance with the obligation of transparency and the efficiency of Yle’s use of funds.
After the change in the law, the selection of the responsible supplier would be based on the experience of the person to be selected in relation to the responsible vendor’s task and experience in editorial work and the management of the editorial organization.
The corresponding journalist could not be distinguished from the fact that he has exercised the editorial decision -making power of him, unless the continuation of the task was obviously unreasonable for the company. Otherwise, the Employment Contracts Act would be subject to the termination of the employee’s employment relationship.
Next, the change in the Yle Act will go to the referral discussion of the plenary session, and from there to the committee, after which the case will continue in the plenary session.
The Finnish Broadcasting Company started today with another change negotiations. They apply to 364 people and can lead to a maximum term of employment of 37 employees.
