Kymenlaakso recreation area association Kyvi will stop its operations at the turn of the year. The reason is that the association should pay tax on its fundraising. According to the announcement of the city of Kotka, the Tax Administration makes all fundraising of the association taxable.
The objects of the recreation areas will be transferred to the municipalities for maintenance. The municipalities are also responsible for the development of recreation areas and for informing about them. According to the city of Kotka, the current purpose of use of the areas is to be maintained.
The joint recreation area association of Kouvola, Kotka, Hamina, Pyhtään and Iiti has developed and managed, among other things, outdoor recreation routes, rest areas and excursion ports. These have included, among others, Lehmäsaari in Kotka, Ulko- and Sisä-Nuokkosaari and Majasaari and Piikkiö in Hamina, certain sites in Repove, Väliväylä sites and Heisanharju in Kouvola.

In addition, the reason for the termination is that the municipalities of the association may in the future use their own workforce to manage the sites through the employment obligation. The employment obligation means that the municipality must arrange a six-month job opportunity for an unemployed job seeker aged 57–59 when certain conditions are met.
