The Administrative Court of Northern Finland will rule on the three appeals against the zoning changes during the rest of spring.

The three appeals against the planned tower hotel in the centre of Oulu will be heard by the Administrative Court of Northern Finland in late spring.

The hotel, called Terwa Tower, was supposed to be completed by the time of the Oulu Capital of Culture year 2026, but appeals against the zoning change have delayed the project.

A new tower hotel is to be built on Oulu’s Vänmanninsaari behind the main library.

The original plan was to build a complex on the waterfront behind Oulu’s main library, Vänmanninsaari, which would have included an apartment hotel and office space. Terwa Kiinteistökehehitys Oy and Terwa Management Oy, who were originally involved, decided to abandon those plans more than a year ago.

A year ago, a year ago, there was intense debate around the project, for example, in the Oulu City Council. Possible traffic problems have been at the heart of both the idea and the tower hotel ruins the maritime cultural landscape.

Although the complaints are still under consideration by the Administrative Court, the Cooperative Society planning the hotel has already decorated two model rooms according to the new hotel’s theme in Rotäaari Arina.

Three themes from the history of Oulu

The rooms of the planned hotel have three themes: a romantic, an adventurer and an enthusiast.

– Once upon a time, important, historical people, seafarers, primadon and adventurers came to Oulu. They have left their mark on the history of the city, says Peltoniemi.

The rooms decorated as a test environment are for customer use.

– We collect feedback from hotel guests. By means of service design, we develop a room experience for the new hotel. The hotel is planned for Vänmann’s cultural island to be a theater and library, so culture will live strongly in the hotel stories and identity, says Peltoniemi.

At the same time, the materials also come to the test of layers: how the materials can withstand and how they can be cleaned.
