Yle data: it remains almost impossible for a building society to ban Airbnb rentals

The apartment in the Oulu University Hospital Patient Home is located in this house.
Clear rules for short-term rentals have been called for across the country. In Oulu, the authorities have been asked to investigate the legality of short-term rentals, for example in a university hospital’s patients’ home.

Under the regulations being prepared by the Ministry of the Environment, the upper limit for short-term rentals would be up to 180 days per year in an investment dwelling.

The new legislation on short-term rentals is starting to take concrete shape.

It is envisaged that Airbnb-style short-term rentals could be quite free and professional. There are no new ways for property owners to ban short term rentals.

There is also no limit on the number of short-term rental apartments in a single housing association. In principle, every apartment in a block of flats could then be put to hotel-like use.

However, restrictions have been planned for the amount of rental daily. In the plans of the Ministry of the Environment, an investment apartment could be short rent for up to 90 days a year. The municipality should increase the upper limit to 180 days. According to the people of Lapland, short renters would like the highest highest limits.

There are no restrictions on renting your own home.

However, it is not yet certain whether the bill designed by the Ministry will become a bill.

According to him, the plans have been modeled on Denmark and Norway.

It is planned to consider short rental periods of less than four weeks.

In the past, the Supreme Administrative Court has repeatedly condemned a professional homes. The new legislation now planned would release short rental extensively.

Short-term rentals are causing nerves of steel in Lapland

The law has been sought for short hires because the rules are unclear. Rovaniemi, in particular, has been controversial to whether the dramatically increased hire will cause interference.

According to the Government Program, short rental regulation is also created to facilitate interference.

In this case, the hotel -like use of a whole apartment block could be legal, even if the building permit or formula would not allow accommodation. According to the MOT editorial report, Rovaniemi has apartment buildings where tourist rental is lively, but there are few or no actual residents at all.

Housing associations are not getting new ways to prohibit the rental rental by their own decision.

Now the housing association may prohibit short rental by a change in the articles of association. However, it would require the consent of virtually all shareholders, including the renter.

However, intervention in short -term rental disorders may be facilitated.

According to Tervonen, this can be accomplished so that if the disruption occurs, it would be easier for the housing association to take control of the apartment.

– There may be a need to clarify that disturbance is caused by different short tenants at different times.

The work of ministries is in progress.
