Lahti mocked at the bus lines competing – it will be new

The local bus lines of the Lahti region were already selected for the Lita, but the acquisition is delayed due to an error.

Lahti will have to suspend bus lines due to an error in the procurement procedure.

In November 2024, the Lahti Public Transport Board decided in November 2024 the bidding process of more than 30 bus lines. The lines were divided into two destinations.

The tender was won by Koiviston Auto Lahti Oy with a bid of approximately EUR 11 million in both destinations. The Lahti City Engineer approved the company’s offer in March. In the gross model, the operator receives the ticket revenue.

According to the procurement adjustment claim, the bidding method and the tendering model led to the fact that the tenders were not comparable and the winner was not the most economically advantageous.

Thanks to the rectification claim, the contracting entity stated that the procedure had made errors. The bidding criteria were unclear, which has enabled the conflict with the selection criterion stated in the invitation to tender.

The contracting entity considers that the error cannot be corrected by re -calculating the bid comparison in a comparable way.

– Changing the benchmarking criteria at this stage, when the tenders were submitted and opened would not allow for equal and non -discriminatory treatment for those interested in the procurement procedure, in which case the procurement must be suspended and re -tendered, the decision of the official states.

Acquisition again for fire soon

Although there is still a couple of years, the tendering must be made in time, as it takes time to purchase electric buses. Jokinen says that the equipment requirements can be compromised at the beginning of the contract period if necessary.
