The Lahti City Government wants to find out what kind of legal responsibility the officials have in the past in the past that concerned street care contract.

The City of Lahti made a decisive mistake in the tendering of the contract when it forgot to put the quotation documents in the area that had to be eradicated by the weeds of pavement.

When YIT responded to the offer, it had priced a price of weed weed at € 1,000 per square meter. Normally, the market price for similar work is about 20 cents per square meter.

For a year, the city officials and YIT negotiated a settlement agreement that the price per square meter was reduced to EUR 100 per square meter.

Subsequently, the City Environment Board approved a reconciliation agreement in which the price per square meter was reasonable.

However, the city government, which was gathered on Monday, did not approve the agreement but overturned the decision.

The city and YIT still have disagreements, and the city has begun to prepare an action for the lawyers. It has been decided to terminate the street contract.

The mess was caused by a human error

The city’s internal inspection report revealed shortcomings in the procurement process that could cause significant additional costs for the city of Lahti.

According to the report, internal control and risk management are not effectively effectively implemented in the procurement procedure.

The acquisitions have been carried out in the city of Lahti so that the decision-making power of the City Development Director has been delegated to service areas and responsible managers without the borders of euro.

According to an internal inspection report, a fatal error in the Excel table was a human error, which had led to some of the priced services out of comparison.

None of the tenderers pointed out to the city of Lahti about the mistake.

The bidders had responded to the lack of an excel table in different ways. One bidder left the price information empty. The other one put 0 euros and someone else for 1 euros. Two bidders priced the product worth 10 euros.

YIT Finland put a price of € 1,000, which was different from the pricing of others. However, due to the lack of the area, everyone was cost 0 euros, so the price difference was not taken into account in comparing the tenders.

In the Excel table, the quantity area is multiplied by a unit price. As the area was missing, the final price of the Excel line fell to EUR 0.00.

The city organized an opportunity for YIT, who won the tendering, to discuss detailed interpretations of the invitation to tender. At this stage, YIT did not tell about the ambiguity.

The ambiguities only came to light after the first year of treatment, when the city revealed an error in the tendering form.

YIT still participates in the bids of the city of Lahti

– We are still ready to negotiate with the city about reconciliation, says Paavilainen.

Pope has previously stated to Yle that the city’s mistake was not immediately noticed at YIT and the company had a purposefulness. According to Paavilainen, YIT is still interested in all street care contracts in the city of Lahti, which will be competitive.
