Lahti is trying to shake up the city’s maintenance practice – there is room for interpretation and ambiguities in the operating model

The maintenance contract for the northern area of \u200b\u200bthe city was recently canceled when, after the financial statements, the contractor owed more than a million euros to the city.

The tender for the maintenance of the central area, on the other hand, was suspended due to an error in the procurement procedure.

Difficulties have been caused especially by the open to interpretation and unclear commercial model, which is used in all the city’s contract areas. In addition, human errors have been made.

– The forms for the tender request phase have been corrected and a wider group of people are going through the documents so that more eyes can see them. The commercial model has already been corrected for this valid tender for the central contract. This way we know what has been discussed, what has been recorded and where there is room for interpretation.

According to Lastika, lessons will be learned from mistakes and in the future all contracts will be monitored more closely.

– We have a clear need to refine the commercial model. We don’t want to get into a situation where the contract has already been signed and only then do we start discussing details that are open to interpretation, Lastikka states.

However, according to him, the normal procurement procedure includes that, if necessary, the process is interrupted, the required corrections are made and the procurement is published again.
